Crisis del agua
De un tiempo a la fecha, la población villahermosina comenzó a quejarse por la mala calidad del agua que llegaba a sus hogares por la red de suministro. La turbiedad del líquido entubado es algo que ocurre siempre que los ríos de la Sierra y Carrizal arrastran gran cantidad de sedimentos en época de lluvias, y sucede también durante el estiaje, porque las fuentes de donde se capta para llevarla a las plantas potabilizadoras, tienden a secarse y sólo se extrae… lodo.
Resulta una paradoja que teniendo la mayor cantidad de agua dulce del país en su territorio –la cuenca Grijalva-Usumacinta constituye la primera reserva de agua en México– y los altos más altos niveles de precipitación pluvial media anual (mil 903 milímetros), los habitantes de Tabasco padezcan de desabasto del vital elemento, y cuando no escasea llega con turbiedad a las casas.
Con todo ese mundo de agua –en Tabasco se da el mayor escurrimiento natural superficial interno, con 73 mil 467 hectómetros cúbicos (La Jornada, 05Nov.2007)–, su capital, Villahermosa, ha padecido de crisis de abasto en diversas fechas. Citaré las tres de mayor gravedad:
Una, durante la inundación de octubre-noviembre de 2007, el agua anegada afectó instalaciones eléctricas y motores de plantas potabilizadoras, dejando a la ciudad sin agua. El entonces alcalde Evaristo Hernández Cruz y quien era director general de Conagua, José Luis Luege Tamargo, dispusieron acciones emergentes y un par de días después se logró restablecer el servicio.
Dos, en abril del 2014 se colapsó uno de los dos tubos de 24 pulgadas de diámetro que lleva agua cruda de la captación en el río Grijalva a la planta Villahermosa. La potabilizadora fue parada. El alcalde Humberto de los Santos Bertruy dispuso sustituir toda esa tubería corroída a lo largo de 30 años y en menos de 72 horas se hicieron las reparaciones; al mediodía del 20 de abril, la ciudad volvió a disponer de agua potable.
Tres, el 12 de abril de 2015, un derrame de crudo en el oleoducto Agave-Entronque, ocurrido a 40 kilómetros de Villahermosa, fue a parar al río Teapa y el agua contaminada fue avanzando hacia la capital del estado, razón por la que el Sistema de Agua y Saneamiento (SAS) suspendió las operaciones de cuatro plantas (Pueblo Nuevo, Parrilla, Gaviotas y Villahermosa), quedando la mayor parte del municipio de Centro sin abasto del vital líquido durante cuatro días, hasta que el petróleo derramado fue retenido con cordones oleofílicos y recolectado por técnicos especializados. Fue tan grave la crisis de agua, que debieron suspenderse clases en la capital tabasqueña.
Todavía hace un año (21 de octubre de 2017), la potabilizadora Villahermosa fue parada debido a que los picos de turbiedad eran tan altos, que se dejó de bombear líquido a la planta desde las dos fuentes de captación en el Grijalva.
¿Qué sucede ahora? ¿Por qué la ciudadanía se queja que recibe agua turbia, muy sucia, que no le sirve para el aseo personal ni las actividades de la casa?
Hace una semana, el coordinador del SAS, Luis Contreras Delgado realizó un recorrido de supervisión con un grupo de delegados municipales que le exigieron ir a corroborar porqué el agua salía chocolatosa. Les explicó que había dos causas: la gran cantidad de sedimentos arrastrados por el río y el mal estado de los equipos de potabilización.
El jueves 18, el funcionario señaló en rueda de prensa que por lo menos el último mes de gestión de la alcaldesa Casilda Ruiz Agustín, las 18 plantas del municipio suministraron agua sin tratar a la población, debido a que no se emplearon los reactivos en las cantidades mínimas requeridas. Y añadió: a la planta Villahermosa no se le dio mantenimiento preventivo los tres últimos años, lo que ocasionó se acumularan cuatro mil 200 metros cúbicos de lodo.
Al día siguiente, Roberto Romero del Valle y Benjamin Quiles León, que fueron secretario del ayuntamiento y titular del SAS la anterior administración, rechazaron en un comunicado que haya habido omisión de mantenimiento a las potabilizadoras de Centro, así como en la aplicación de reactivos; la eficiencia de cloración fue –aseguraron– del 90.40 por ciento.
En medios informativos y redes sociales se dio una condena generalizada por la mala calidad del agua. Evaristo Hernández advirtió que podría denunciar por negligencia a funcionarios del gobierno que le antecedió, por no haber dado tratamiento adecuado al agua, pues pudo haberse generado una epidemia.
Declaró el alcalde que el sistema de agua potable que tiene la ciudad “está colapsado totalmente”, y que se requieren 23 millones de pesos que “no los tenemos”; serían 12 millones para el mantenimiento que no se dio, y 11 millones más para que, de aquí al 31 de diciembre, se cuente con los reactivos que debe llevar el agua para que no llegue sucia y con mal olor a los hogares.
En el ánimo de atraer reflectores actores políticos dicen muchas cosas –como que se revisarán leyes–, pero el problema es más complejo; tiene que ver con inversiones millonarias que se requieren para que el agua cruda que se procesa no esté tan turbia y contaminada, y para ello deben cambiarse de río las fuentes de captación, porque el Grijalva solo aporta aguas negras. Es algo que en SAS ya se ha pensado. Pero, ¿cómo obtener recursos para eso si los fondos que aportaba Conagua para este rubro –tratamiento de agua y rehabilitación de sistemas– han desaparecido del presupuesto federal?
