Comparece Huguette Hernández ante la Comisión de Medio Ambiente y Cambio Climático de la XVII Legislatura del Congreso del Estado
Chetumal, Quintana Roo, 11 de octubre del 2023.- Con el objetivo de ampliar la información presentada por la gobernadora Mara Lezama Espinosa en su primer informe de Gobierno, la secretaria de Ecología y Medio Ambiente (SEMA), Huguette Hernández Gómez presentó los avances en materia de gestión ambiental, durante su comparecencia ante la Comisión de Medio Ambiente y Cambio Climático de la XVII Legislatura del Congreso del Estado.
En este sentido destacó la Estrategia Integral para el Manejo y Aprovechamiento del Sargazo en Quintana Roo (EIMAS), que se presentó el 4 de octubre, representa un enfoque completo destinado a mitigar los efectos ambientales, sociales y económicos del sargazo y, al mismo tiempo, establecer una gestión sostenible de esta macroalga, incorporando un enfoque de economía circular.
“Esta iniciativa es el resultado del trabajo de un equipo multidisciplinario que participó en la Mesa de Trabajo del Sargazo, que surgió como parte del Nuevo Acuerdo por el Bienestar y el Desarrollo de Quintana Roo, conformada por diversos sectores y más de 50 participantes, en coordinación con la Cooperación Alemana (GIZ), la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT) y la Secretaría de Marina (SEMAR)”, explicó Huguette Hernández.
En relación a los Programas de Ordenamiento Local (POEL), subrayó que Quintana Roo es un ejemplo nacional por su liderazgo en materia de planeación territorial ambiental, ya que cuenta con el primer ordenamiento ecológico del país y está dentro de los 5 primeros Estados con el mayor número de Programas Ordenamiento Ecológico Local, decretados a nivel nacional.
La titular de la SEMA explicó que se cuenta con 9 Programas de Ordenamiento Ecológico decretados en 9 de los 11 municipios, considerando que la meta del sector ambiental del Plan Estatal de Desarrollo es contar con instrumentos que regulen el 100% del territorio quintanarroense con criterios de sustentabilidad y sostenibilidad, y precisamente ese es el motivo de que se inicie en su primer año la elaboración o actualización de 5 Programas de Ordenamiento Ecológico Local (POELs).
Para fortalecer el establecimiento, manejo, protección y desarrollo sustentable de las áreas naturales protegidas Federales y Estatales, se firmó un convenio de coordinación con la Comisión Nacional de Áreas Naturales Protegidas (CONANP) para conjuntar esfuerzos, capacidades y recursos, orientados al fortalecimiento de la conservación, preservación de los ecosistemas, la biodiversidad y bienes y servicios ambientales de las mismas.
En este sentido resaltó que, el gobierno de la gobernadora Mara Lezama se suma al proyecto del gobierno federal para que esta administración sea la que más decretos de áreas naturales protegidas haya logrado en toda la historia, por lo que se aportarán terrenos estatales a la CONANP, para la creación de 2 nuevas áreas ubicadas en Puerto Morelos y en la región de Costa Maya.
Además, el Área Natural Protegida Estatal Xcacel Xcacelito es uno de los sitios emblemáticos de la tortuga marina en toda la región, registrándose hasta el momento en esta temporada 2023 un total de 6 mil 660 nidadas de las cuales el 93 por ciento corresponden a la tortuga blanca y 7 por ciento a la caguama, liberándose en total de más de 119 mil tortuguitas y destacando la presencia de la tortuga Laúd hembra, la más grande de todas las tortugas marinas, de la cual se obtuvieron 57 crías que fueron liberadas.
En el marco del Programa de Apoyos para el Desarrollo Forestal Sustentable para el Bienestar, se realizaron acciones de coordinación interinstitucional con la Comisión Nacional Forestal, CONAFOR, en materia de prevención y combate de incendios forestales. En el primer año de gobierno, se registraron 40 incendios con una superficie afectada de poco más de 5 mil hectáreas, que en un 97 por ciento es de zonas arbustivas.
“Me es grato informarles que estamos por firmar un convenio de coordinación con los estados de Campeche y Yucatán para la atención del fuego, considerando los corredores biológicos y áreas prioritarias, como parte de las estrategias de la Comisión Regional de Cambio Climático de la Península”, detalló la titular de la SEMA.
En otro tema, señaló que en el presente año se contrató una póliza de Seguro Paramétrico contra huracanes categorías 3, 4 y 5 o vientos de 96 nudos o mayor, con una cobertura que abarca del 02 de julio del 2023 al 02 de julio del 2024, para proteger las playas marinas y arrecifes de coral de las costas del estado, con una póliza de casi 9 millones de pesos que asegura más de unos mil kilómetros de costa, principalmente playas marinas y arrecifes de coral.
Explicó que, durante el presente año, se concluyeron las acciones de rehabilitación y restauración de arrecifes afectados por el impacto de huracanes en el año 2020, con la participación de INAPESCA, OCEANUS y la asociación Flora, Fauna y Cultura de México, lográndose sembrar 25 mil unidades de corales con una tasa de supervivencia de aproximadamente 80 por ciento.
En materia de prevención y control de la contaminación ambiental, se firmó una carta de intención con Wilfred Mohr, embajador del Reino de los Países Bajos en México, que se centra en la gestión y conservación del agua y el medio ambiente considerando la vulnerabilidad del Estado ante el cambio climático.
Además, Quintana Roo fue sede del Día Mundial del Medio Ambiente, bajo el lema “Sin contaminación por plásticos”, con el Programa de las Naciones Unidas para el Medio Ambiente (PNUMA), se firmó la Carta de Adhesión al Compromiso Global por la Nueva Economía de los Plásticos, siendo nuestro Estado, el quinto gobierno subnacional a nivel mundial en sumarse al Compromiso Global por la Nueva Economía de los Plásticos con el PNUMA.
En el tema de gestión energética se obtuvo la reclasificación de tarifas ante la CFE en la capital del Estado Chetumal y las localidades de Morocoy y San Pedro Peralta a la tarifa 1D en beneficio de 70,701 hogares que podrán alcanzar ahorros de hasta un 36% y un 59% respectivamente y en usuarios con tarifa Doméstica de Alto Consumo (DAC) hasta un 83%.
En Quintana Roo, el tema de la procuración de justicia ambiental es fundamental garantizar el derecho a un medio ambiente sano y mantenerlo saludable, en este sentido la vigilancia de nuestros principales sitios de conservación de carácter estatal con la colaboración de la ciudadanía es destacada, bajo el programa de Guardianes Comunitarios, se cuenta con 12 comités que salvaguardan 9 sitios, de los cuales 7 son Áreas Naturales Protegidas estatales, considerando una superficie total de más de 350 mil hectáreas.
Finalmente dijo que con el objetivo de preservar el bienestar animal en el estado, desde el inicio de la presente administración se han atendido 13 denuncias en materia estatal, se ha brindado apoyo para la realización de 11 dictámenes médicos solicitados por la Fiscalía del Estado, se dio el apoyo para el rescate y aseguramiento de ejemplares hallados en 6 cateos por la Fiscalía General de la República e impartimos 6 cursos de capacitación en igual número de municipios para concientizar sobre el tema y vincular a las autoridades municipales y diversos sectores, para sumar esfuerzos en esta materia. “La empatía y cariño que tenemos por los animales en Quintana Roo hace que el bienestar animal sea una de nuestras causas comunes”, concluyó.
